I can understand your concern. Cysts are fluid filled cavities lined by a lining of cell layer (epithelium). As long as the lining surrounding the cavity is present under the skin, there are chances that the cyst will keep recurring.
As your doctor has diagnosed that the pimple like swelling you have is cyst, the permanent solution to prevent its frequent recurrence is its removal by a small surgery by oral and maxillofacial or a cosmetic surgeon.
Cysts are no usually painful unless they are infected. The previous time when you had the swelling and pain, the cyst must be infected. Thus, the doctor prescribed you
steroids and antibiotics. The swelling is hurting again so it may be infected again. If you felt relief with Doxycycline previously, you can start that again and complete the course. Alternatively, you can take Cefadroxyl 500 mg (Droxyl) twice a day for 5 days which has lesser side effects that
tetracycline you had. You can take
Acetaminophen 500 mg or
Ibuprofen 400 mg up to thrice a day to control pain.
However, I would advise to visit an oral and maxillofacial surgeon or plastic surgeon once to discuss the removal along with its lining.
