There is no standard definition of over masturbation or excessive masturbation in terms of number of times you do it. As long as masturbation does not come in the way of day-to-day life, it cannot be regarded as excessive.
Having said that, it is important to recognize some warning signs or behavior patterns that indicate a harmful degree of masturbation.
Some indicators of excessive and hence potentially harmful extent of masturbation are:

Spending unreasonable amount of time searching for online pornographic material in order to masturbate

Frequently skipping or postponing something important, such as an interview or an assignment, in order to masturbate

Compulsive masturbation, or the inability to stop oneself from doing it in spite of making an honest effort to do so

Emotional distancing or conflict with partner because of masturbation related behavior
Even though masturbation per se may not cause any physical harm, excessive masturbation is a cause for concern because it may indicate an underlying psychological or sexual problem.
