I asked another doctor on this app before he said it's definitely not STD. But I am worry as the photo I shown him before doesn't have these dots

1) In my opinion, it DOESN'T look like STD and mostly occurs due to bacterial or fungal infection, related with rough hand job and oral or vaginal sex. It may be due to allergic reaction from cosmetic bath products.
2) Keep the area mostly clean and use an antibacterial soap. I suggest you to apply topical antiseptic cream or ointment (Combined Neomycin 0.5%, Clotrimazole 1% and Beclomethasone 0.025%). Hello dear,
Welcome back again.
1) You should apply the antiseptic ointment or cream 2-3 times daily after cleaning the glans. It is available in combined formula and you can purchase the same from local pharmacy or medical store with complete prescription from your treating doctor. It is NOT available over the counter.
2) I have already mentioned in my earlier text that it could be bacterial or fungal infection (from oral sex) and allergic reaction (minor chance) from cosmetic product, which you have used.
3) If you wear condom, then you can do sex with someone. But, I suggest you to await until it is completely resolved (within 7 days) as the affected area will be more irritated during sex or using condom by friction.
4) Tiny white dots are mostly related with infection, surrounded by inflammatory reaction.

Scratching, allergic reaction or blunt injury can be the underlying causes of above clinical picture. You should stop scratching, otherwise, bleeding or wound will be large enough.
I suggest you to use antiseptic ointment (after cleaning the area) which I have mentioned in my earlier text. It will be more useful.
