Yes, COPD (chronic obstructive Pulmonary disease) can reduced survival and life expectancy.
But if you are taking regular treatment with inhaled bronchodilators and inhaled corticosteroid and following smoking cessation, Pulmonary Rehabilitation than no need to worry for poor prognosis or poor survival.

Has vaccination yes and not sure which inhaler exact but he does get frequent coughs and chest infections

Recurrent cough and chest infection are due to poor expectoration of secretions.
So en roll him in Pulmonary Rehabilitation center where chest physiotherapy and deep breathing exercises are done.
Both these will prevent recurrent lung infection and improve lung functions and thus improve survival rate.
