Can STI Be Contracted Through Protected Sexual Intercourse?

Question: I had a sex with a prostitute 5 weeks ago in netherlands. Used a condom, but touched her vagina with my hand and then touched her breasts and then licked the breasts. Three hours later the tip of my tongue and the rest of my mouth starting feeling itchy. one day later the area around my mouth started feeling itchy too and the tip of my tongue had become numb. I got my self tested for STI's 4 days later and ever thing was negative. 1 week later my penis started burning very lightly when peeing once in a while. I got my self tested for STI's 3 weeks after the encounter and all was negative. I was told that the test was the latest and the greatest and has early detection for antibodies and I paid $450 for it. The itchy feeling in and around my mouth has been consistent and never gone away. The burning sensation on my penis has been mild and on and off. The tip of my tongue has been numb since day 2. 3 days ago by butt has starting having a mild burning sensation. It has been 5 weeks since the incident. I am not sure what I have as all my tests are negative. I don't see an sores or bumps. Yesterday after shaving I see 3 really small white pimples on my face. What is it that I have and when and what type of tests should I get done.

I have carefully gone through the details and understand your concerns. I think that the sensation at the tip of your tongue has nothing to do with your sexual encounter. Any infection would have an incubation period and would not be apparent in just 3 hours of your being exposed. So, I am quite sure that it is due to some other cause. It is hard to comment on it without a carefully clinical examination. You can take Vitamin E capsules like Evion 400 once or twice daily for a week or two and see if it makes a difference. If not, visiting a doctor for a clinical evaluation would be a better idea.
About the penile itchiness, once again, since you had used a condom, the likelihood of a STI can be ruled out. In any case, had one been there, it would have shown up in the tests. Rather than spending so much based merely on your panic, you should have had perhaps got a professional opinion from a doctor. In any case, fungal infections of such areas are pretty common and application of clotrimazole lotion initially followed by clotrimazole powder to keep the area dry, should provide relief. If that does not help, getting the area examined directly by a doctor should be a better idea.
About the small white pimples on your face, they too are most likely unrelated to your sexual encounter. You can upload an image of the area using the facility on the upper right of the page and I will try to help you.

Even though I used protection, I am worried about the oral part of it. I am also concerned that the itchy burning sensation on my tongue and around my mouth and chin is not going away even after 5 weeks. I have also read that a lot of people will show only mild symptoms and can easily be ignored.

From what I read on the internet, some of the STI's do not show antibodies for a long time, like herpes or syphills may not have detectable antibodies for 3 to 6 months. I had my tests after 4 days and 3 weeks. What is the incubation period for all the STI's before a blood test can detect them very accurately

HIV
Hepatitis
gonorrhea
chlamydia
etc

When should I get tested to be 100% sure I don't have anything?

I have attached photos of the pimples on my face.

But let me reassure you that you need not panic. The mentioned symptoms are not representative of any STD. The tests that you have undergone are practically enough to give you full confidence that you do not have any STD.

Different ailments have different incubation periods. Although a simple google search will give you enough information to freak you out, I do not think that you need to be bothered with it. Hence I am skipping that part.
