If the rash is localized to this area and is painful then herpes zoster is more likely. However, as per your description the rash is not localized and is spreading to other regions which makes urticaria the likely diagnosis. Benadryl and prednisone are fine for the time being. They should be continued. If the rash gets more extensive with severe itching then you should probably go to an ER to get injectable steroid and antihistamine shot for adequate relief.
