I understand this could be disturbing, especially if you are getting this for the first time.
However, cold water on its own cannot cause swelling. Cold water instead could help in reducing swelling (inflammation).
Otherwise, the swelling could arise from something else. First, this could be maybe because eyes were traumatized or an infection.
I suggest you stay calm and watch for a couple of days. Taking a simple anti inflammatory drug like Ibuprofen for two days and observing to see how it goes could be sufficient for now. You might have to stop touching the eye at this moment.
In case of persistence or aggravation, you might need to see a doctor for examination. I however do not think it should that direction.

I do think you need not bother much and at this point, it not necessary to use any aggressive measures.
Cold water, and a simple anti inflammatory drug is sufficient.
I advice you stay watchful and simply use cold water if need be or any simple anti inflammatory drug. In case of any aggravation, you might see a doctor. But I doubt if it could get there.
