Thanks for your query, albeit short and specific.
Read and understood your query, quite unique one, asking for a way to cut the frenulum at home. You can pull the foreskin back but the frenulum is stopping to do so.
Cutting at home is not advised as it has a small artery called frenular artery and can bleed briskly if cut.
At home: the natural way it helps is masturbation or an actual sex. After the first or inadvertent tear occasionally need a stitch.
Hence the best way is to consult a General Surgeon or Urologist to have clinical evaluation and if required you will be advised the proper surgery of frenuloplasty or circumcision.
