Brief Answer:
Yes it can

Detailed Answer:
Deficiency of ACTH and/or cortisol can cause dizziness and imbalance. Sometimes excess of these can cause these symptoms too. The pituitary gland makes ACTH that stimulates the two adrenal glands (sitting atop the kidneys) to make an important hormone called cortisol. Humans need adequate amounts of cortisol for survival and well being. Inadequate levels of ACTH/cortisol can cause a variety of symptoms including low blood pressure, weight loss and fatigue. Too much, on the other hand, typically causes weight gain, high blood pressure amongst many other problems.
