During arousal sperms (Which are produced by testicles) are on the way from ejaculatory ducts to urethra and in between they mixed with the secretion of prostate and seminal vesicles to form semen. And as soon as arousal completes in males with orgasm they come out with semen.
Female orgasm does not help to achieve pregnancy much. During female orgasm there is contraction of uterus as well as vagina. This contraction may expel semen out of the cervix if not ejaculated deeply. If semen is ejaculated deeply in to cervix during intercourse and female remains in supine position or with foot end raised chances of pregnancy are more.

Sex is not mealy a simple process of increase in blood flow to penis and semen comes out. It involves whole central nervous system (specifically limbic system as well as brain stem, cortex and neurotransmitters) and spinal cord with different hormonal changes(mainly testosterone).
This controlled emotional mechanism leads to contraction of different parts of genitals and sperms release in to urethra.

Prostate muscles contractions help in expulsion of fluid from prostate and seminal vesicles.
Mature sperms are stored in epididymis. When man aroused and penis becomes erect there is beginning of excitation phase of sex and 1 to 5 % sperms release gradually towards urethra through vas deference. As arousal progresses more and more sperms move forward as well as fluid from seminal vesicles and prostate also move out and form semen.
So as per your question during arousal sperms can be in epididymis, vas deference or in urethra depending upon stage of arousal.

Before ejaculation semen is there behind spongy urethra.
Sperm cannot leave semen when it is inside penis.
After ejaculation when semen liquification starts sperms leave semen. However if sperms are not in environment like cervix where they can get substances for survival they will die.
