Eczematous skin condition
Detailed Answer:
Hello. thank you for writing to us
I am Dr. Kakkar(Dermatologist). I have gone through your query and I have viewed the images.
I can see dry patches of skin with redness, scaling and with follicular prominence. These patches seem to suggest that you have a chronic eczematous skin condition.
I suggest you to use an ammonium lactate or urea based intensive moisturizer e.g Amylac cream Or Xerina cream. Use it frequently.
In addition you must use a potent topical steroid and salicylic acid based ointment e.g Halovate S ointment (contains halobetasol propionate 0.05% and salicylic acid 3%). Use it twice daily over the patches after you apply the moisturizer.
I am sure the patches must be itchy, therefore, you may also take a tablet of cerizine 10mg once daily for symptomatic relief from itching.
These are prescription medications and you must use them under supervision and regular follow up of a dermatologist.

No role of uric acid on skin pigmentation
Detailed Answer:
hi.
Raised uric acid levels may be managed through dietary measures e.g avoiding diet rich in purines like non vegetarian foods, meats etc. Alcohol also raises uric acid so it should be avoided.
However, some patients, especially those with gouty arthritis, may require to be on medications for there high uric acid levels e.g allopurinol, febuxostat etc.
Skin pigmentation is not due to raised uric acid levels.
