It is not a rule that if the endometrial tissue is inactive you are in a post menopausal state; such presentation can also be seen in younger women due to hormonal imbalance secondary to many conditions. But in post menopausal the endometrial tissue is inactive for sure due to low levels of estrogen as the ovary fails to produce as a result of aging.
Yes, conception is not possible in women with inactive endometrium. Endometrium is the main base where the fertilized ovum develops. If inactive functionally or defective structurally pregnancy is almost impossible.
