I've reviewed both the attached images,

Balanopreputial adhesion is the most likely condition that you're having and yes an option of 0.05% betamethasone can be tried twice a day for 2 weeks. Make sure to just place a very little/thin amount just on the part that is affected.

However, please note that there are serious side effects of steroid therapy in the glans penis and long-term treatment is not recommended.

If despite two weeks therapy you don't see improvement then you might need to see a urologist for an outpatient surgery for removal of the adhesion.
