The lesion in shingles is usually painful whereas in case of allergic reaction it would be itchy. Since you mention the rash to be papular and pruritic, it is more likely to be allergic. On the other hand crusting is unlikely to be present in allergic and more likely to be present in shingles.
I doubt if the ocular drug Timolol will have anything to do with it. Ophthalmic drugs usually hardly have any systemic absorption and so systemic side effects are unlikley. Probably it would be ok to continue.
