I appreciate your concern for the smegma.
It is a natural secretion produced by the glands in the fore skin which acts as lubricant and a if a good hygiene is maintained it will not get accumulated and thus will not cause problems like infection, smell, etc.
Following are the preventive measures:
1. Take a shower/bath every day, pull back the foreskin, and wash the area underneath with just water, a mild scentless soap may be used.
2. If your glans (penis head) is too sensitive to touch at first, just rinsing water over it should be fine. If there's a lot of smegma, rub it off gently with your fingers.
3. Keep the area dry with a clean towel before returning the foreskin back over the glans.
4. Penis health creams keep penis skin moisturized
5. If you have a difficulty retracting the foreskin back and exposing the head of the penis a condition called phimosis. If cleaning of the space beneath the foreskin is too difficult and does not remove smegma properly, circumcision is the last and best remedy to get rid of the problems.
