How Was This Inguinal Hernia Surgery Performed?

Question: Recently I made a double septal inguinal hernia surgery, as far as I know inguinal hernia surgery is the first hernia sac ligation, and then separated. Finally add fiber mesh. But I received a photo record after surgery, one of the pictures to see is place the first mesh, and then the hernia sac ligation.
1. Is it right?
2. pls help to explain the situation about the four photos

Thank you very much for yr answer. you mean place the mesh first and then handle the sac is also correct, is it right? because I see some surgery through youtube is to handle sac first and place mesh finally

* I would still be more precise that the sac has already been handled before mesh
application as in second photo , only final ligation was kept after proper mesh
fitting .
* It is always challenging to handle double septal inguinal hernia as per our
clinical experience of 18 years of surgery .
