You had not answered my question about being sexually active? If active wart can be possibility.
It looks to be anal tag, but red and inflammed.
You should be alright if you can apply Hemorrhoid X ointment there twice a day. You can also try sitz baths with savlon lotion in it at home twice to thrice a day.
