In a person who has had a history of lipoma there are more than 50% chances that he can get other new ones as well , so simple answer to your question is that YES you can have a lipoma again too.
Answering to your other question , first of all you have to get it checked up if it needs to be removed you can get a cosmetic surgeon involved, who will take care of the scar these are not big problems now a days.
