With pulse of 103 and normal blood pressure and history of sinus infection i would say all clear and nothing to worry about. 100 is the upper limit of normal pulse so you are almost normal and slight exertion or even walking changing posture may end up in raised pulse for a while. Also sinus infection with even slight fever may raise the pulse slightly.
