Is A Small Ring Like Appearance At The Base Of The Penis A Sign Of HIV Through Protected Sex?
Question: I had protected sex with a woman. I wore a condom for everything including the oral she gave me. I was nervous and wasn't able to get a full erection but proceeded anyways until I had finished.
The next day my penis and testicles hurt. The pain in my penis is at the base and I've seemed to have developed a ring mark around the base. It also appears to be swollen at the base. It's been 10 days and hasn't gotten better. I've masterbated a few times and can only get about 75% hard and ejaculation is painful. I've never had this problem before and I'm 34 years old.
I'm not sure if I sprained or hurt my penis by having sex only being half way hard or if I caught something, but I was wearing a condom.

Brief Answer:
Please don't worry! There is no risk for HIV and STD.
Detailed Answer:
Hello,
Related your concern you shouldn't worry because based on that you have had protected sex (including oral sex), there is no risk for HIV and STD.
Furthermore, I think that these symptoms are just due to hurting of your penis during sexual intercourse being half way hard and I suggest to do a physical examination by an urologist to define better the situation and to start medication if you needed.
During this time you can use acetaminophen or Ibuprofen to reduce pain and swollen of your penis and testicle.
I hope my answer helps you. I wish you a quick recovery.
