Yes,it looks like mild eyelid skin infection due to irritation or dermatitis but also it can be beginning of chalazion or cordeolum. In every case steroids can be used and usually are first treatment choice. But mild steroids should be used and only for XXXXXXX 3 days. These include steroids from group 4-7 so ask pharmacist about it. If there is no improvement then steroids injection or antibiotic therapy may be required.Wish you good health.regards
