If he/she is stable with Blood pressure, blood sugars, ECG, Kidney function tests etc within normal limits then the anesthesia doctors will certify that the patient is fit to undergo surgery. So it will be decided by the anesthesiologists whether the patient is fit. If found to be fit he/she can definitely undergo surgery.
