Thanks for asking a very good question.
Before ejaculation the sperms which are not motile are stored in dilated terminal end of Vas difference called as Ampula where it unites with seminal vesicle duct and open in prostatic part of urethra through ejaculatory duct ,Here they get mixed with secretion of seminal vesicle containing fructose and get energy to become motile . This is time and place where they become motile.
The precum is the secretion of two Bulbo Urethral glans located in Bulbar part of urethra which starts secreting watery fluid during foreplay or sexual arousal.During ejaculation this watery fluid acts as a lubricant and helps for easy passage of thick semen through urethra outside the body .
It is during ejaculation that the semen containing motile sperms gets mixed with watery Pre- ejaculatory fluid (Precum).till then it is only mucus and does not contain any sperm.

Every Dr will give guarded opinion as far as question regarding resulting pregnancy due to pre ejaculatory fluid ,as one can not be 100 sure about the even a drop of semen being ejaculated during climax of sexual intercourse when both the partners are at highest level of satisfaction .
