your history suggests that you have gum infection called as pericoronitis.
In this case the gums around the erupting third molar starts behaving like a pouch and collects all the food particles that reaches there.
Also, it becomes very difficult to maintain hygiene in this area due to poor accessibility, even after following good oral hygiene measures.
I would, advise you to do following measures and check for three days. if you find relief with this then you can continue else please see your dentist,for either operculectomy or extraction.
Use antiseptic mouth washes for rinsing like Hexidine 0.1% or listerine thrice daily.
Also do warm saline rinses after each meal.Do not let any debris get accumulated there.
If there is enough space in your lower arch the tooth will erupt comfortably.
But, if there is lack of space and causing recurrent problems then, it is best to get it extracted. It is considered vestigial organ.
Upon visiting your dentist you can take a simple x XXXXXXX and confirm, if the tooth is going to erupt or not.

i read your reply, i shall follow exactly as you told, but i am sorry on the part of where you mentioned the use of antiseptic mouth wash(Hexidine), i tried it couple of months back and it actually assisted me in reducing my oral problems but it also left brown stains on many of my teeths so i discontinued using those, but i feel helpless without them now, and as far as wisdom tooth is concerned i visited exactly one year back in one of the clinics in my area and the doctor told me to extract it and i felt it is wrong and completely ignored it because it was not giving me problem then and even till now.
You please guide me how to tackle with gum infections and how to cure it effectively. Can it be cured permanently...?

Hexidine mouthwash leaves brown stains on teeth. This is absolutely correct. That is the reason, it is advised to use for short period only. You can discontinue and again continue by maintaining 15 days interval.
Mild to moderate gum infections are well treated with hexidine.
But if there is a definite cause like abscess, tooth decay, pain, swelling, pus or pocket formation, then it requires clinical evaluation and specific treatment.
Now coming to your query regarding gum infections, please note the following things.
1. You can maintain very healthy teeth by regularly brushing for 3 to 5 minutes by using gentle strokes.
2. Use medium to soft bristle brush only, never use hard bristle and never do vigorous brushing, it can damage your teeth.
3. In the lower jaw, front teeth generally accumulate lots of tartar, thus damaging the teeth. This requires professional cleaning called scaling every six months.
4. Does your teeth bleed on brushing? Then it requires entire mouth cleaning called scaling.
5. Every night, after dinner, you must brush your teeth to get rid of bad odour.
These measures, though look simple, yet very effective, if practiced in right spirit.
Please do it. They will solve most of your gum problems.

But i got a question about scaling? Does it hurt too much? How much does it cost for full mouth cleaning. I am asking because i do not want to get cheated. I want a little information which i must possess before communicating with a dentist about scaling.

Scaling is done with a scaler which creates lots of sound but definitely does not hurt. It does cleaning by spraying air and water at high pressure without damaging tissues.
In case, you find any discomfort during the procedure ,you can ask your dentist to stop and spray local anesthetic,and then after that the procedure can be continued.
The charges, varies from clinic to clinic.you can get it done at a very lower cost in institutions like colleges,where it is well supervised by trained professionals.
Dentists charge around rs 1500 to 2000 for full mouth scaling. This can vary. It depends upon number of sittings you have and the amount of tartar deposited.
