Based on the history given you seem to have hyperpigmentation of the skin on the buttocks.

I'm seeing these dark patches on my lower butt and near the anus region since 2 years now.
I don't have any pain or itching. My personal hygiene is good as well.
As you said, it looks like a patch of hyperpigmented skin on both of the buttocks.

Due to a combination of factors like sweat, moisture and friction the skin over the buttocks can develop frictional dermatitis leading to post inflammatory hyper pigmentation.
I advise you the following:
1. Use a Kojic acid based cream at night.
2. You may take oral vitamin C and E supplements.
3. Keep the area dry, use loose cotton undergarments
4. Take a shower twice a day.
5. Take plenty of oral fluids to keep yourself well hydrated.
6. Try to reduce your weight if you are obese.
7. Check for blood glucose (sugar) if there is positive family history of diabetes.
If there is no improvement with the above treatment, you may consult a dermatologist for chemical peeling using Glycolic acid. It is less time consuming and give excellent results.
