Brief Answer:
I would choose Tminic out of all these

Detailed Answer:
Hello

Thanks for the query

The most common cause of cough, cold and fever in this age is due to viral infection.
In viral infection the fever usually starts coming down after two to three days as in your case.
You have listed four syrups
1)Protussa- I won't recommend this as it contains dextromethorphan which is a cough suppressant and should be avoided in children below 4 years of age.
2)Xyzal-It contains antihistamine an antiallergic but it's effect on running nose is not very good as it does not contains any nasal decongestant.
3) T minic -Yes I would recommend this as it contains chlorpheniramine an antiallergic and phenylephrine a nasal decongestant. Each 5 ml of T minic syrup contains 2 mg of phenylephrine and the dose is 2 mg every 12 hourly in this age.So you can give 5 ml twice a day.
4)Sinarest- It contains paracetamol and as the temperature has come down to 99 F there is no need of paracetamol. So again no to Sinarest also.

Give Tminic for 4-5 days.Keep the baby hydrated well by giving plenty of fluids. Please get it prescribed by a physician as this is a prescription medicine.
I hope this helps.
Do ask if you have any more query.
