Question: What could cause a chronic cough with clear flim to manifest itself several times a day other than allergies?

Chronic bronchitis can cause similar symptoms.
So better to get done PFT (Pulmonary Function Test) to rule out bronchitis.
PFT is must for the diagnosis of bronchitis. It will also tell you about severity of the disease and treatment of bronchitis is based on severity only. You may need inhaled bronchodilators and inhaled corticosteroid (ICS).
Infection can also cause cough. So get done chest x ray also.
