Suggest Remedy For Dizziness, Floaters And Fatigue In A Child

Question: 13 year old with BP of 110/46, dizziness, seeing floaters of black, white & clear, fatigue, tightening in chest. Feels normal after raising heart rate when running or working out. Said when he works out is the only time he is not as dizzy. Saw the neurologist and he said he thinks we need to see a cardiologist. Any ideas on what this could be? Should we see an optomologist too?
