Any pain of bending the neck forward?
It is possible you could be having cervical spine spondylitis which can cause nerve pinching and pain that can radiate from the back of the neck top the shoulders. Avoid bending neck forward or lifting heavy weight. You cab take pain killer and muscle relaxant combination like Tablet Diclofenac and Thicolchicoside combination twice a day for 5 days. Apply hot water bag and not ice, twice a day. You can get a cervical spine Xray and upload it if possible.
Also if your Frozen shoulder has been treated by manipulation on giving Anaesthesia, it will take a few months to be comfortable provided your get treated for possible Diabetes or other systemic diseases. You should get good range of movement with the help of a good Physiotherapist.

It is possible you may have a problem in your shoulder joint affecting the joint surfaces which can occur due to Frozen shoulder, Labral tears, Arthritis.
A steroid shot trial can be done to note if you are getting relief from an injection with Steroid and anaesthetic.
Also if you could upload your films for me I will be able to look out for Acromioclavicular joint arthritis.
