I do not think he ever had a fever... He has been exposed to ticks before...his tummy does seem slightly distended and his appetite is not so great...there are no other obvious wounds... I don't know now cause he is sleeping and I will have to ask him in the morning.

Hi....By what information you have provided I feel that he might behaving a viral illness. But without fever and abdominal distension EBV is unlikely.
I suggest -
1. You get and EBV VCA IgM done ( it is a blood test) to confirm or rule out EBV.
2. Warm saline gargling.
3. Topical emollients for his blistering sore over lower lip.
4. You can use saline nasal decongestant drops available over the counter in your country for nasal stuffiness if it is disturbing his sleep.
Kindly get back if he has joint pains to rash. These might be suggestive of Rickettsial infection but highly unlikely without fever.
