What is the probability of a 1.5 cm solid neoplasm located in the medial area of the kidney being benign?

As far as an enhancement pattern that goes from 29 HU to 57 HU enhanced, then delayed enhancement to 44 HU. Could this favor a possible benign solid tumor as well. Would something like this need a biopsy to confirm one way or another?
On small tumors less than 2 cm, if you fully remove the kidney, do you consider that issued cured. Also, what is the odds of recurrence using this method?
