is the scar present from birth ? No
Is the size increasing ? Yes I believe it's from scratching
Is there any itching? Yes off and on
Any pus is coming or not? No but it looks moist so it could before I noticed it
Can I use neosporin or do I need to get something prescribed? And how do I prevent from her getting this again?

Brief Answer:
Neosporin can be used
Detailed Answer:
Hi,
Welcome once again.
Yes, you can use neosporin powder locally.
Additionally, the child will also need antibiotic like Co-Amoxyclav for 5 days and syrup Atarax which contains Hydroxizine for itching for 5 days.
Pus should be drained.
Since, drugs in children are given according to weight, i advice you to meet the local doctor for needful.
This can occur due to insect bite followed by secondary bacterial infection, hair follicle infection. Just take complete course of medicines that will be enough.
Take care.
