Small cut causing the bump means there may be an infection.
Neosporin alone may not help.
I would advise you the following in such a situation:
Clean the wound with liquid Povidone iodine on a gauze piece and rub out the white slough. Once hte debris/ pus comes out apply liquid povidone iodine three times a day and the results will be positive
Sometime a small course of an antibiotic and an anti-inflammatory like Ibuprofen, if it suits you can help to resolve the condition faster.

In the absence of a primary cut or trauma and presence of the wound for one month the cause can be:
Non- healing ulcer.
Cyst formation with secondary infection.
Lichen or such skin disease.
Malignancy should be ruled out by Biopsy.
I would advise you the following:
Wound care and medications as explained above.
Clinical evaluation to get an appropriate diagnosis.
Biopsy of lesion if medical management fails to heal the wound so that an appropriate management can be done.
