This issue which you are having is called as Bateman's purpura , or senila purpura it is because of blood vessels which get weakened with time and then they get so week that they can rupture with even a minor trauma.
As expected there is no particular treatment for it but few products can be used which norish the vessels ans slow down their weakening.

I just finished 5 years of Tamoxifin and still take Venlafaxine for hot flashes. I take phendemetrazine for diet and previously took Toprimate. I was getting weekly shots for allergy to trees and grasses until a month ago. No change after stopping that mid XXXXXXX (have had the shots for 2 years and the Bateman's purpura , or senila purpura just started last November. I do not take aspirin, but took Naproxen until 6 or 7 months ago.
I take a multivitamin with iron, B complex with C, CoQ10 300mg, Lutein, vitamin D, and an herbal Belly Fat Reducer.
I have not tried taking extra C, but will.
I have also started taking Collagen tablets which contain Sodium 10mg, vitamin C 60mg, and Protein (as Collagen Type 1,2&3) 6g. per serving of 3/2xday.
My last blood tests showed low HGH and low B12 otherwise normal. I have ordered an herbal based HGH stimulant which I took a year ago and which helped my strength level.
Does oral B12 work as well as shots? as I had those for a while but am not currently. I was taking shots every day while on a supervised diet, but did not notice if they made a difference (the diet was only for 6 weeks).

NI know that a person like you who is much concerned and aware of the health conditions must have educated yourself well about this problem but still i will give you a summary of it.
It actually happens in later part of life above 60's mostly due to weakness of blood vessels.
Every part of our body loses its strength with age same is the case with blood vessels , they lose strength and then when a trauma, even a minor one is there, it causes vessels under skin to break and this causes spillage of blood under skin which causes this area to get pigmented, we call purpura. Mostly this happens because of oxidant stresses, age realated changes, and loss of collagen strength by vessel walls.

I am sorry to know that this is not in production at the moment.
According to critics and user reviews it was the best formula which came up in the market for this problem , but it was taken off, company wants to reformulate it a bit because it caused allergy in a few people, which was not a big thing but producers have been asked to re-test the ingredients.They will be relaunching the product in a few months according to my knowledge.
There are some other products which users recommend,some get benefit from them some done.
1)DerMend Moisturizing Bruise Formula which has Alpha hydroxyl and retinols.
2)Try Trader Joe's vitamin E oil in the 4 oz....keep the areas (esp. fore-arms) well-oiled...seems to lessen the problem dramatically, in a good number of patients.
3)Arnica Gel did help patients.
