Neurological evaluation and imaging tests needed.
Detailed Answer:
Hello and thanks for using HCM.
I have read your question and understand your concerns.
One of the most probable conditions that affects legs strength and is associated with pain and numbness down the legs is lumbar spinal cord stenosis ( or narrowed spinal cord and canal ).
It is a condition that could be caused by herniated disc disease, degenerative spine disease, spondylilysthesis ( or slipped vertebrae ), spinal cord tumors also could cause such condition.
There is need for a neurological examination by a Neurologist and imaging studies of your father's lumbosacral spine with neutral position and dynamic x-rays, and lumbar MRI.
So, I suggest you to get your father evaluated by a Neurologist and appropriate tests first.
If after these evaluations will result any condition that requires surgical attention, your father should be evaluated by a Neurosurgeon.
Hope you found the answer helpful.
Let me know if I can assist you further.
Greetings.

Thank you so much for this info! It's now pretty much clear that he should see neurologist not orthopedic. I'll ask my father who lives in New XXXXXXX to go and see local neurologist for all the test done which you have recommended.
Thanks Again for your prompt reply!
