i had circumcision 9 days ago. Does this look fine? Will the swelling go down?

Noted the history, seen the photos and understood your concerns.
This looks to be post-operative edema with para-phimosis type swelling due to relatively tight suture line.
Yes, the swelling will go down.
I would advise you the following:
You may pres on the white area gradually and the fluid may express back to the surrounding tissues reducing the swelling.
You may please take an anti-inflammatory medication to hasten the recovery.
