As I can understand, there are there are three problems your are having.
1) ringing buzz in head
2) cervical stenosis
3) jaw joint problem
4) arthritis
Well, the sound that troubles you in ear is probably due to the cervical spine problem, that could ve been caused due to underlying arthritis. "Tinitus" is known to be associated with cervical stiffness and Temporo mandibular joint, probably due to involvement of the nerve supplying to auditory apparatus. Jaw joint instability or inflammation like arthritis is found to be associated with Tinitus.
The way to deal with this is to
1) reduce the arthritic activity at both the cervical spine region and at Jaw joint, via the use of NSAID class of drugs, as rightly prescribed by your doctor.
2) Psysiotherapy exercises will help reduce the pain and stiffness.
3) In severe cases and on consultation of an expert surgeon, an arthroscopic procedure on Tempromandibular joint can be indicated.
There could be an associated headache and depression with these complaints. It needs to be evaluated and a short course of SSRI group of drugs will help you deal with it.
