Dear Sir,

If your elevated heart rate is not episodical, you should undergo some test to find out the cause
First of all you need an ECG to find out if there is any arrhythmia
Then there is a need for blood tests for thyroid and serum electrolytes. As thyroid or electrolyte disorders also can cause elevated heart rate.

My medication is not controlling my blood pressure. On average it is 150/100 I have kidney damage from reflux which I had operated on when I was 8 but the slight damage has given me high blood pressure and I have been on medication ever since but it never seems to go to close to normal

I would advise you first undergo tests I have mentioned. If they come back normal then only correction of your blood pressure is needed.
I think you should see your doctor to increase your medication doses or add another. In this case there is a possibility to add a medication which will decrease heart rate as well.
