Question: My bp is unusually high, I feel like my whole body is swollen but it is not, my head feels congested ( like it's going to explode) but my sinuses are clear...

Can you please tell what is your usual BP range ?

For you, readings above 150/90mm Hg is considered high & needs medication to control.
High blood pressure causes headache which is also there in your case.

Swelling in body can occur due to retention of fluid in body which can occur because of kidney or heart dysfunction. For them you need to do some tests like Kidney Function test & a 2D Echo.

My BP is normally low... 115 to 118 / 53 to 58 (rarely do I ever reach 120/60 level). I do not have a headache, I only feel pressure in my head. My sinuses are completely clear. I do not have edema anywhere on my body, I just feel pressure as on who had swelling might feel!

Your bp is fine. Headache looks like Tension headache to me, but I'll recommend you to see a neuro physician for better evaluation.
