I agree the symptoms sound like a viral type of syndrome. However, the appearance of petechiae on the feet including associated bruising is actually concerning. I think he needs to be evaluated as soon as possible by his primary care physician.
If his primary care physician is not available I would suggest that he look for a local urgent care or emergency room where he can be evaluated.
evaluation would include a focus consultation, physical examination and some blood tests to make sure that there is no abnormality related to his platelet count or blood coagulation.
Some infections can actually cause a significant drop in platelet count in addition to multiple other issues including fevers, chills, reduced kidney function among others.
again I think he should be evaluated as soon as possible. This may be passing viral syndrome but the physical findings with you reported are concerning enough that I think he needs an evaluation and laboratory testing.
