Detailed Answer:
Hi
I understand your concern regarding your skin problem and I hope I am able to help you in the same .
From the description alone, it is difficult to reach an exact diagnosis . I would like to have a look at the exact skin lesion .
Please click some close up pictures of the exact skin condition showing the affected area and upload it here on this page.
Also please tell if there is any associated itching or pain.
Have you noticed any fluid filled blisters over the area at any time.
Any unprotected outside contact. If yes, how much time before the development of the lesion .
What all are you applying over it.
I am sure I will be able to help you better once you provide me the above details along with the images.

There is no itching or pain. No fluid filled blisters at any time. I receive oral sex and intercourse from one partner. I masterbated 3-4 times a week before I noticed the mark. It becomes red when erect or in warm/hot water. Has a shiny glow when examining in light
Take treatment as advised, not a std
Detailed Answer:
Hi again
I have seen the attached picture .
You need not worry since the lesion does not look like any std to me.
It looks more like an allergic reaction.
You need to apply a topical mild steroid cream like cortisone cream over the affected area twice a day .
Also please tell if you have been recently taking any oral medicines like any antibiotics or pain killers .

Thank you for your response.
I take ibuprofen occasionally here and there. I also take a B-2 supplement everyday.
Do you advise I get this checked out before I apply any creams? I trust your judgment but 4 weeks seems like a long time to have a reaction.
Thanks
Looks like a drug reaction
Detailed Answer:
Hi again
Yes you are right that four weeks is a long time for any allergic reaction. But I was basically suspecting a drug reaction in your case. You need to surely avoid taking ibuprofen for sometime. It is known to cause a type of drug reaction called fixed drug eruption especially over the male genitals.
Treatment of this includes the application of a topical steroid cream twice a day as told earlier.
In addition, take some oral antihistamine agent like levocetrizine once a day .
Also if possible, it would be better to see a dermatologist in person for confirmation of the diagnosis since a direct examination of the area is always more confirmatory .
