I do not believe that the discoloration of your mother's skin has anything to do with her Parkinson's disease and I don't see the exact connection with diabetes either, however, purple is not the normal color of skin and so something is going on which is altering circulation or your mother may have suffered some type of falls or falls if she is not in your presence on a constant basis. Other than that other things that could cause discoloration of the skin would be liver and/or renal dysfunction especially if she is dehydrated and poorly ingesting food and liquid.
Pain as a solo symptom that affects the buttocks and back of the thighs is generally associated with some type of lumbar radiculopathy where nerves exiting from the spinal cord are being compressed such as at the L3 or L4 levels. Therefore, an MRI of the back would be in order but more than that I would agree with your sense that if this is something new for her and it's not getting better that you may wish to have things checked out at either an Urgent Care Center or maybe ER in case she is suffering from a vascular compromise or from bad dehydration or having subcutaneous bleeding that is collecting in the buttocks and legs for some reason.
