I took a look at the 2 images you sent, and I see that there are dilated capillaries (the little red ones) and the veins are possibly slightly distended (the dark bluish one). The most likely cause of this and the leg symptoms is from inflammatory changes due to the hormones of this particular cycle. I am going to guess that the tenderness in your legs is due to a mild superficial phlebitis from inflammation of your veins similar to what is going on in your breasts.
The breast symptoms may have come on 2 weeks ago because that was around the time you most likely ovulated. And now you are premenstrual which is also a time when fluctuating hormones can cause symptoms like this.
You can try taking an NSAID such as ibuprofen. This acts as an antiinflammatory and pain reliever. If you take this, be sure to have food in your stomach before taking it.
You can also try moist heat, or just heat.
In addition, right now watch your diet to decrease things that might be pro-inflammatory, such as greasy foods, simple carbs and sugars, highly processed stuff. And try, if possible, to get good rest/sleep.
I think you will be feeling better the day after your period comes.

Well, pregnancy can cause some of these hormonally related fluid changes, and breast tenderness, so if there is a chance that you could be pregnant (unprotected intercourse, broken condom, etc) then do check a home pregnancy test. That would turn pos. if pregnant as early as the first day of a missed period and is most accurate one week later. If you need to know sooner, a blood (serum) pregnancy test would be accurate now.
Breast changes can happen early on, but usually the legs are not affected until women gain a lot of weight later in pregnancy.
