Brief Answer:
cannot say in your particular case.

Detailed Answer:
Some people consider only the location of the pain and worry about heart disease with chest pain even if there's an arrow sticking out of the chest. Left arm pain is often due to heart disease BUT its more often due to arm disease. If you poke on the arm and get the pain, well... that's likely to be the spot that the problem is. One the one hand, pain localized to the outer part of the shoulder making it hard to move or rotate the arm is the rotator cuff and not the heart. On the other hand, if it limits shoulder movement, the ability to move the shoulder can deteriorate in weeks or a few months (frozen shoulder) without physical therapy.
ER can do a little bit with a rotator cuff and quite a lot for heart disease. If you do not know how to find an orthopedist you might be stuck with an urgent care center just to get the information for a referral.
