To recapitulate: Male/61 - sore near the knee like a bite- raw but not oozing - not bleeding - hard under the skin - 1/4 inch in diameter - tried antibiotic ointment and tegaderm ointment - not healing - for 1 month ...

Since the lesion is a month old, it needs a clinical evaluation and examination and possibly a biopsy if required / if hte clinical diagnosis is not conforming to a particular disease in a classical way.
The most likely causes are:
Granuloma formation after a trivial injury or an insect bite.
Some skin lesions like Lichen or so.
Just a scar tissue that is not healing as it is near the joint and hence no rest to the area.
The treatment will depend upon a proper diagnosis.

Well, since it is above the joint the movement of the knee will not affect anything.
As per your history, this looks to be a bite /sting or infected sebaceous cyst that has embedded into the fat and hence does not get proper healing as the blood supply becomes precarious.
In addition since the oxidative byproducts of metabolism are not carried away, the lump remains so.
This will get adsorbed over time.
Diabetes adds on to the problems slowing the metabolism process.
If this is nerve related, it would have caused pain or parasthesia (altered sensation). I do not think that this is related to any nerves.
