Actually tight foreskin can be cured to some extent in childhood by applying cream, but as age increases the skin becomes thicker and the response to cream decreases. In very tight cases circumcision has to be done.
I would suggest you to apply Neosporin H cream locally 4 times daily and try to retract the skin slowly after 2 months continual usage. Reposition the skin within 30 secs. This will help to some extent.
If the problem remains then you can go to a surgeon to ask if the opening can be increased or circumcision is required.
