Suggest Treatment For Phimosis

Question: I am a 40 year old male and my foreskin has begun to "fuse" to the glans of my penis. I was always able to retract my foreskin and completely expose my head in the past. However, during the past 5 years I have been experiencing this fusing and it is progressively getting worse. I have tried to forcibly separate, but to no avail. It hurts too much and I did not notice any difference. Please help. Thank you.

I am borderline diabetic. I thought phimosis only occurred in babies and small children. The head of my penis was always able to retract from my foreskin completely with no problems my entire life. My foreskin isn't tight. I can still pull it back(partially) but it appears fused on one side. I noticed this starting to happen about 5 years ago with a very small peice appearing stuck to my penis head. It has progressively gotten worse with a larger area of the glans being affected.
