Brief Answer:
ASAP. as explained

Detailed Answer:
Hi.
Thanks for your query.
To recapitulate: Male/52 - rectal bleeding last few weeks - red - significant in amount - wants t know whether this is an emergency and the best course to take ...
This should be taken as an emergency as the blood loss can lead to anemia and takes time for such a recovery as he is bleeding for a few weeks.
Secondly the reason has to be defined and this is possible only by the following:
Tests of stool to kno whether any infection.
Tests of blood particularly to see hemoglobin, CBC, sugar and other tests as per the clinical picture.
Tests of stool.
Most important is the per-rectal digital examination and proctoscopy to see the cause of bleeding, whether piles, polyp or so.
Colonoscopy to rule out any higher pathology.

This will give the best diagnosis and a plan for further treatment.
I hope this answers your query, please feel free to ask for further relevant queries if you feel that there is a gap of communication.
