Bipolar disorder is a mood disorder that runs in episodes and usually the medicines are advised to be taken for long periods of time. You have been taking mood stabilisers, anti anxiety drugs and drugs for sleep but was weaned off from drugs. Now you are not able to sleep properly even for 1-2 hours.
As per my opinion if you have been diagnosed with bipolar disorder and anxiety then medicines should be started again. You have developed suicidal thoughts and this should not be ignored. Suicidal thought itself puts you in severe depression and there is need to start medicines again. Most likely inability to sleep properly is resulting in suicidal thoughts and improvement of sleep will result in improvement in symptoms. As you have bipolar so conventional antidepressants like SSRIs as citalopram should be avoided because they may cause manic switch. For anxiety Buspirone and any other low dose drugs like Benzodiazepines will be sufficient.
For mood stabilisation drugs like Sodium Valproate, Lithium Carbonate, Lamotrigine etc prove useful. For sleep medicines like low dose Olanzapine can be utilised. The drug is also a good mood stabiliser drug and will help in good sleep also.
Currently you are on Kreppa (Levatiracetam) and Lamictal (Lamotrigine). Both these drugs are good mood stabiliser drugs and as per my opinion should help in your bipolar symptoms. These medicines are good anti epileptic drugs also and will control seizures also. For suicidal thoughts and poor sleep as per my opinion you should discuss with your psychiatrist to add some medicine and to complete prescription.

As per my opinion to put you in ER they need some emergency situation (probably due to indifferent attitude of hospitals towards patients). Suicidal thoughts are emergency in psychiatrist and need immediate intervention. This can land you in ER. As you have mentioned that you have suicidal thought you can convey your thought to your parents or caregiver and can ask them to take you to ER.
Violent behaviour is also an crisis or emergency in bipolar patients but you are not violent at this state.
