Well this is abnormal to have RBC in urine and 15 is moderately high value. It can be seen in various conditions and most are not serious. Sometomes it can even be seen without some cause since passd urinary stone or uretral unjury may lead to temporary rbc in urine.
However, further tests are required to rule out some disorders such as Cystitis, Glomerulonephritis, Kidney trauma or urinary stones.
Most common this is caused by stones or uroinfection.
Some more serious causes such as bladder tumor or kidney tumor is less common but it would be better to do cystoscopy and intraveous urography since ct may not be sensitive enough.
